On the Anne thing: I think I might be more inclined to say that the work Anne is continuing is specifically Gunn's - looking after the old 'hood, ministering to lost children, and generally keepin' it real. The different ways in which the Angel gang spend their last day all seem to involve leaving some kind of legacy: Angel checks in with his son, the closest he'll ever come to rejoining the human world; Wesley imparts some last moral education to Illyria; and Spike, well, I guess his legacy is that he found a rhyme for "effulgent."
Of course, Anne is also "helping the hopeless" as per Angel's original mission statement, so in a way his heroic flameout is providing cover for her continued good-deed-doing. But when it comes right down to it, it seems to me that he's vesting his hopes in Connor rather than in the broader society of do-gooders.
