You've put your finger exactly on the weak spot in my analogy between Angel and Quietism,w hich is that Quietists believed there was no point in getting involved in politicial action because it wouldn't achieve anything anyway. Concentrate on refining your soul for the next world rather than wasting your time chasing shadows in this one.
I don't actually think there was no point to Angel's final campaign - knowing you can't defeat Evil with a capital E doesn't mean you can't defeat evil with a small e - but Angel himself does seem strangely pessimistic about it. I got the distinct impression he thought they were all damned anyway, so a few more stains on his soul were neither here nor there, and that it was better to go out fighting than to continue to exist. It was a suicidal plan in more senses than one.
